Safeguarding Our Pets
· After multiple sessions of legislators trying to get this bill across the finish line, I sponsored and ultimately passed SB 5 during the 3rd Called Special Session of the 87th legislature. SB 5 requires that dogs cannot be tethered by heavy towing chains unaccompanied and without adequate food and shelter during inclement weather. It also included protections for ranching and hunting dog owners.
· During the 2021 legislative session I filed HB 1818 and got the bill all the way to a conference committee with the Senate, almost getting it to Governor Abbott’s desk. HB 1818 would have prohibited the retail sale of dogs and cats at chain stores who often ship and store pets too young and in poor conditions. I refiled this bill during the 88th as HB 870 and will continue working toward a solution here.
· In 2023, I helped pass a great bill, HB 2127, which is one of the largest regulatory reform bills in the modern era. The bill ensured local governments stay true to their purpose and don’t overstep into the State’s area of responsibility. However, one negative effect of the legislation was that it would have removed local ordinances passed to safeguard pets through measures like my HB 1818. Therefore, I worked with the bill’s author to ensure those 17 hard-fought local ordinances, and others, would be grandfathered in and enshrined in state law moving forward.
