Education Children In Texas
· During the 86th session in 2019, I coauthored HB 3, which among the property tax reform components of the bill, increased the base funding per student by 20%, the highest level in the history of the State of Texas.
· My first bill to author and pass in the Texas House was HB 674. The bill provides an opportunity for school districts to document and report burdensome unfunded state mandates. That session I also sponsored and passed SB 1376 which eliminated several unnecessary unfunded mandates on our local schools.
· HB 3 from the 2023 legislative session mandated armed guards at every school campus across the state. This important bill was one of the responses to a series of school shootings nationally and in Texas. Schools may meet the criteria of this bill through partnerships with local law enforcement agencies, their own ISD police departments, or by utilizing the School Guardian or School Marshal programs.
· Also in the 88th Session in 2023, I helped pass SB 838 which requires and funds silent panic buttons to be installed in Texas public schools. This measure should help reduce the response time for law enforcement in the event of an attack.
· To provide additional counseling services to students, I supported SB 763 allowing schools, at their discretion, to bring in chaplains for additional support.
· Reestablishing a focus on education and ridding schools of a radical woke agenda is critical to the future success of our state. That’s why I supported SB 3 during the 2nd called Special Session of the 87th Legislature and authored HB 900, known as The READER Act, during the 88th Legislature. SB 3 87(2) prohibits Critical Race Theory (CRT) in social studies classes in all Texas public schools. HB 900 from the 88th session eliminates sexually explicit materials from school libraries, classroom libraries and online catalogs. It also requires transparency and parental controls on other sexually relevant materials and requires book vendors to rate materials.
· I also helped pass HB 1605 in 2023. This bill increases the rigor of instructional materials so that classroom lessons are taught at grade level and are aligned with state standards. Importantly, it also returns oversight of instructional materials to our elected State Board of Education so that materials are rigorous, age appropriate and high quality. Finally, it provides a clear framework for classroom teachers so they can spend more time teaching and less time planning and designing outside of the school day.
· In both the 2019 and 2021 legislative sessions, I helped pass a 13th check paid to retired teachers in the state. These additional funds helped retired teachers afford dramatic increases in the cost of living, including healthcare and prescription drug costs.
· In 2023, I pushed for and supported the first Cost Of Living Adjustment (COLA) many retired teachers would receive in two decades. SB 10 was originally another 13th check for retired teachers but was amended to be a permanent COLA with an annual escalation between 1-3%, depending on the strength of the economy.
